TITLE: Dedicated Hunter Program participant records

DESCRIPTION: These records document the participants of the Dedicated Hunter Program administrated by the Division of Wildlife Resources under UCA 23-19-1 (2004) and Utah Administrative Code R-657-38 (2004). This program provides sportsmen with the opportunity to experience and participate in first-hand wildlife management practices and receive hunting opportunities. Only 10,000 hunters may be enrolled at one time. Each participant is enrolled for a three year period. Participants must complete an agency wildlife conservation course about hunting ethics, wildlife management philosophy and program rules. They must attend one Regional Advisory Council meeting before receiving a second permit, and work a minimum of 24 hours on an approved wildlife conservation service project within the three year enrollment period. They may harvest two deer during their enrollment period. These records include application, copy of certificate of registration, a buck deer permit allowing the harvest of one deer, and related correspondence. They may also include region hunt change requests, wherein the program participant asks that the buck deer permit be issued for a selected hunt region. Information includes the applicant's name and contact information, age, date of birth, birthplace, driver license number, physical description, social security number, resident/nonresident status, amount paid, method of payment, and signature. It also may also include e-mail address and military service information.

This retention is based upon Utah Administrative Code R-657-38-3 (3)(2004), which states that each certificate of registration in the Dedicated Hunter Program is valid for three consecutive general deer hunting seasons." Also see Utah Administrative Code R-657-38-3 (5)(b) (2004), "Participants entering or re-entering the Dedicated Hunter Program in 2003 and thereafter shall be subject to any changes subsequently made in the program requirements and opportunities during the three-year term of enrollment, including alteration or elimination of the opportunity to hunt multiple seasons or to receive a general buck deer permit in a region of choice."
